Conscientes de la importancia estratégica de la Ciudadela como polo de atracción turística de Cascais, el proyecto fue concebido como ejemplo de promoción cultural de la propia ciudad, no sólo a nivel de utilización del espacio, sino también como estratégia para impulsar el futuro. El proyecto nace de los arquitectos Gonçalo Byrne y David Sinclair y obedece a criterios rigurosos de respeto al medio ambiente y valorización del patrimonio natural que lo envuelve.
